FFXI Error 1104, any ideas?

~ FFXI Error message 1104 ~

I've never had this happen before, but when I try to purchase a new content ID or buy a service from POL I get this error message.

There is nothing wrong with my current credit card, because i'm able to use it on other accounts.

Any idea on what this may be?

Is this a US account? Or is it EU/JP?

Uh i think my friend had this when we were trying to introduce him to the game, im pretty sure its something to do with the credit card though :/
